Mr Jordan lives 200 metres from the line and experiences the build-up of dust in his own backyard.
He had a monitor in his backyard last year which showed there was a high level of dust particles.
He is concerned continued exposure will cause health problems, particularly for the elderly and children.
“I’m worried about the impact this is having on young people. If you’ve got a child that’s exposed to if from a baby to the age of 18, I’d hate to think that when they’re older they are going to have to deal with health problems caused from it,” he said.
Mr Jordan said the amount of coal dust could be reduced by placing covers over every wagon.
“All the information we have about the levels of dust is good but we need to be looking at how we can reduce those emissions,” he said.
“In the three years I’ve been here there has been an increase in dust and if T4 goes ahead there will be even more.
“We’re not saying stop the coal industry, all we’re saying is take the time to protect the people in towns the wagons pass through so their health isn’t compromised.”
