The $3.5 million project has expanded a 450 metre section of the highway between Racecourse and Regiment roads to two lanes in both directions.
Roads and Maritime Services has completed the road work well ahead of the December deadline and only has to complete the cycle and pedestrian paths.
"It's open early which is great," Maitland MP Robyn Parker said
