The pair finished the weekend one-over the card (141), with Tracey and Hale sharing similar scores each day in the battle for the A-grade crown.
Hale was the overnight leader on Saturday, shooting eight under on the last 13 to make up for being five over from as many holes.
The three-under 67 round put the eight-time defending champion one ahead of Tracey after the first 18 but the young challenger fought back on Sunday.
Tracey shot a three-over 73 to move even with Hale, who finished four-over 74 on day two.
Anthony Bently (142) is one shot further back after storming into contention with a three-under 67 on Sunday turning around a five-over 75 on Saturday.
In B-grade Phil Carter (164) has a six-stroke advantage over Richard Crooks (170) with Tony Seamer a shot further back in third.
And in C-grade Errol Munzenberger (180) leads the way from Michael Simpson (182) and junior Brad Oldfield (186).
The club championships continue at Branxton this Saturday with the fourth and final round to be played on Sunday.
