Police were called to the site on Fairbairns Road about 6.30am Thursday, where they found a man locked to a truck.
Officers from Manning/Great Lakes Local Area Command attended and spoke with the man.
The man allegedly refused to unlock himself and the Police Rescue Unit was called.
About 11am, the 34-year-old man was removed from the truck, arrested and taken to Gloucester police station.
The Noraville man was charged with remaining on enclosed land and hindering police and was granted bail to appear at Taree Local Court on November 11.
The arrest comes two days after nine people were arrested at the same site.
