Cr Tierney withdrew because of a medical condition with one of her children which she said must take priority.
"I informed the Liberal Party State Director last Friday that due to the uncertainty, it would be best I stand down now and focus on my family," Cr Tierney said.
Her decision leaves two candidates for the position - former Maitland Business Chamber president Steve Thomson and Port Stephens councillor Ken Jordan.
