Foran, 26, has spent the past two seasons with Salford City Reds in the UK.
He joined and trained with the London Broncos for the upcoming season, but decided to return to Australia for family reasons.
It is understood newly appointed coach Craig Miller’s past affiliation with Foran helped to lure the former Manly Sea Eagles and Melbourne Storm player to the Goannas.
The Mercury understands the club also offered Foran employment in the area.
Foran is the older brother of Manly Sea Eagles player Kieran.
The Goannas have recruited well in the off-season, with Group 9 five-eighth of the year Willie Heta, of the Albury Thunders, putting pen to paper with a 12-month deal.
Daniel Metcalf has also rejoined the club following a stint at the Maitland Pickers.
