Blackhalls Park man Peter Brown, 57, died when his light plane crashed into a paddock on May 24, not long after it left Cessnock Airport.
The crash occurred about 10m from the edge of Lovedale Road, opposite popular cafe the Lovedale Store, where about 60 people were having lunch.
Recreational Aviation Australia has been investigating the cause of the crash.
CEO Michael Linke said he hoped a report would be ready for Central Hunter police and the Coroner in about two to four weeks.
“We are still investigating the engine, we have sent it to an engine specialist for investigation,” he said.
“We found no immediate safety concerns.
“The pilot was doing everything he should have been doing.”
Mr Linke said it was standard practice to enlist the expertise of specialist engine investigators, who could help with the task of ruling out possible causes of the crash.
He told the Mercury in May that air crash investigators looked at three factors when determining why a plane had crashed.
These included mechanical, environmental and human factors.
The incident at Lovedale was one of two fatal plane crashes that have occurred in the Lower Hunter in recent months.
The other incident occurred on July 8, when Royal Newcastle Aero Club member Gerard Beiboer died in a light plane crash at Bishops Bridge.
