The Planning Assessment Commission is looking at an application from Huntlee Pty Ltd that seeks to expand the town by 3.1 hectares – or 33 residential lots.
The NSW Department of Planning and Environment has recommended the modification be approved.
But the department also recommended strict conditions be put on the larger development, including a voluntary planning agreement with Cessnock Council and measures to reduce the threat of bush fires.
“Consultation with the community is enshrined into the process for assessing applications like these,” a department spokesperson said.
