The crash propelled the allegedly unlicensed driver from the motorbike and he collided with a steel staircase railing.
The 20-year-old was relayed to John Hunter Hospital in a stable condition with significant hip and leg injuries, which required surgery.
Police said officers in an unmarked car allegedly detected an unregistered Yamaha dirt bike overtaking cars across double, unbroken lines on Cessnock Road, Neath about 7.35am.
Police said they attempted to stop the rider but instead he allegedly rode off down Scone Street, Abermain.
Officers did not pursue but the motorbike collided with the four-wheel drive shortly afterwards.
Police said they would allege a number of incidents had been reported that morning regarding the same rider.
Blood and urine samples were taken from the motorcyclist.
Central Hunter crime manager Detective Inspector George Radmore said charges were likely to be laid.
