Police were forced to use capsicum spray to subdue the youth, who had allegedly attempted to resist arrest.
Police approached the boy in Coulson Avenue about 3pm after noticing he was riding without protective headwear.
He allegedly abused and swore at police before he fled on foot.
Officers found him a short distance away, where he allegedly spat at police and used offensive language.
Central Hunter Detective Sergeant Mitch Dubojski said police tried to arrest the youth, but he resisted and kicked the officer in the stomach.
Police wrestled him to the ground and restrained him.
The youth allegedly continued to resist, and spat at police again while lashing out with his hands and feet.
Police then used capsicum spray and the youth stopped resisting.
The 14-year-old was charged with assaulting police, resisting arrest and riding a bike without a helmet.
He will appear in court later this month.
