Bears stalwart Nathan Morris scored from the spot in his first competitive game for the club since returning from Lambton Jaffas.
Morris converted after Regan Lundy was fouled in the penalty area. Earlier, Tega Marcus scored for the Bears, who led 2-0 at half-time.
Weston were without veteran signings Kew Jaliens and Josh Maguire. Former Dutch international Jaliens is set to play on Sunday.
Lake Macquarie played newcomers Dudley Redhead in the other Pool A game on Friday night at Weston Park.
The pre-season tournament, which features clubs with more than 100 years of unbroken history, also has New Lambton, making their debut in the competition, in Pool A. Those teams play again on Saturday at Weston.
Weston meet New Lambton at 10am and Lake Macquarie City at 4.15pm on Saturday.
Pool B consists of Adamstown, Cessnock City, Maryland Fletcher and Wallsend. Their matches will be played at Adamstown Oval on Saturday and Turner Park on Sunday morning. The final will be played between the pool winners at Jack McLaughlan Oval from 4.30pm.
The inaugural Col Curran Medal will be presented to the player of the decider.
