The Magpies had been beaten by the Cheetahs in three of their four meetings so far this season, but bounced back in the decider.
In B-grade, Cessnock Cutters completed a fairytale debut season with a 34-26 defeat of Tea Gardens.
The Cutters, who were formed this season, scraped into the finals by finishing fifth and preceded to win four consecutive sudden-death finals in four weeks.
Cessnock raced to a 22-4 half-time lead, and while the Hawks claimed two late tries to ensure a nervous finish the Cutters were never headed.
The A-grade showpiece of the day saw another fifth-placed side claim grand final glory, with Cardiff edging out Windale 24-20.
In D-grade Karuah Roos claimed first points but were eventually overpowered 25-18 by minor premiers Williamtown Jets.
