Maitland Council employees were working at the Lawes Street site about 1pm when an excavator hit the underground line causing gas to leak.
The employees stopped work and contacted emergency services.
Police, Fire and Rescue NSW and Jemena Gas Networks representatives attended the scene.
Firefighters established that the line was natural gas, meaning it would disperse into the environment.
Police established a 50 metre exclusion zone around the scene, while the Jemena representatives attended to the leak.
The skate park is due for completion by the end of the year.
