He was repeatedly asked by reporters at parliament on Tuesday about the possibility of new taxes in the May 27 budget, responding with "I'm not ruling in or ruling out anything".

"I'm not going to confirm or deny any changes or taxing alterations, I'm not really going to get into the content of the budget, as you'd appreciate there's still a number of moving parts most notably around what's proposed from federal receipts," Mr Pallas said.

The budget was supposed to be delivered on Tuesday, but was delayed by a month with the government blaming the timing of the federal election and the massive divide between what the major parties are offering.

Shadow treasurer Louise Staley said the fact the budget had been delayed was a sign it would not be good news.

"They seem to have far more imagination in creating new ways to tax Victorians than I ever could have imagined," she told reporters.
