The Roads and Maritime Services (RMS) has confirmed that preliminary works are moving ahead well, including land acquisitions.
An RMS spokesperson said partial acquisitions of private property have been completed.
"Partial acquisitions are the purchases of relatively small strips of private land from local residents and do not involve compulsory acquisitions of entire properties," the spokesperson said.
"Both the environmental assessment and the design work are nearing completion and the community will be invited to comment on the review of environmental factors by late 2019."
At the end of the consultation period, Roads and Maritime will prepare a submissions report, which includes responses to feedback received from the community.
Construction will be subject to final funding and environmental approval.
The RMS is preparing to build a new 900 metre section of Cessnock Road.
Works that have been carried out this year including field investigations at the site are setting the foundations the $17 million project which will reduce flooding and improve access for local communities.
The NSW ($2million) and Australian governments ($15million) are providing funding for the project.
Cessnock Road at Testers Hollow has been the subject of a long running community campaign to flood proof the stretch of road, which has been inundated by water multiple times in recent years. The road was cut for several days in April 2015 and January 2016.
