The motion, which was unanimously backed, was put forward by Independent councillor Philip Penfold.
More than six years ago, council resolved to seek to enter into an agreement with Motorcycling NSW for the site in Kyle Street.
Since then the required rezoning and DA have been approved but no lease or licence has taken place.
"It's a ... popular location. The land has been appropriately rezoned ... we need to take action," Cr Penfold said.
"This is the flat track between the site and saleyards. There was a development application approved that can be acted upon. We don't seem to have an interested party at this point.
"We need this to be a site that best provides for many in the Maitland community."
In his motion, Cr Penfold said: 'hundreds of local motorcycling enthusiasts have expressed their enthusiasm to see the site open as a training / riding facility'.
As part of the motion, council will make contact with Motorcycling NSW to confirm their intention to not seek to enter into a lease/licence with council to lease the Kyle Street Rutherford flat track motorcycling site.
Labor councillor Ben Whiting threw his support behind the motion.
"The same as other sports across Maitland ... Council doesn't run them and we need people to step up," he said.
A report will consider opening up expressions of interest if the association does not proceed, and also include expected expense to proceed with the site to meet the development application requirements.
It will return to council in September.
