The probe was launched following a failure by Ms Scaffidi to disclose gifts and travel, reports of infighting between councillors, two chief executives taking stress leave and the council's suspension by the state government last year.

In a cryptic social media post, Ms Scaffidi has signalled she will not return to the council regardless of the findings.

"I'm ... watching from the sidelines while paying substantial property rates that look like they're doing little more than subsidising free parking," she tweeted.

"There'll be 'no return'. I'm moving on. Happy to leave politics to those party apparatchiks."

According to her Twitter profile, Ms Scaffidi now works as an adviser at the non-profit LEAP Foundation.

AAP is seeking further comment from Ms Scaffidi.

Following months of private examinations, the inquiry will hold its first public hearing on Monday.

An order of witnesses has not yet been revealed but Commissioner Tony Power will at some point hear from Ms Scaffidi and former chief executive Martin Mileham.

Meanwhile, the city's Chair Commissioner Eric Lumsden, who has led the commission since the council's suspension, has been forced to quit due to poor health.

"He's had a fairly difficult illness that he has beaten, but he needs to recover," fellow Commissioner Andrew Hammond told reporters on Wednesday.

Local Government Minister David Templeman said a new commissioner would be appointed "in the coming weeks".

"I would like to thank Mr Lumsden for his service and wish him a speedy recovery," Mr Templeman said.

"He has made significant progress towards restoring public confidence in the city after taking on the role in difficult and challenging circumstances."

Mr Lumsden has been ill for months but it is understood he was in good health at the time of his appointment.

Mr Hammond admitted the city had been through a "great deal of turmoil" in the past few years but denied suggestions the city was a "rudderless ship" lacking direction on issues such as homelessness and falling visitor numbers.

"It's a suggestion - simply that. It certainly has not been rudderless," he said.

To address some issues afflicting the city, it will soon trial free parking and the commissioners have also backed a homelessness plan focused on coordinating services, expanding existing day centre hours, a safe night shelter and an assertive outreach in the inner city.
