Police said it started when several men became involved in a fight at Anzac Street, South Maitland in the early hours of Sunday morning.
It is alleged that one of the men walked out onto the westbound lanes of the New England Highway, where a car stopped to avoid hitting him.
The car, which was being driven by a 75-year-old man, was then kicked and and a mirror was ripped off, according to police.
Police later arrested a 21-year-old man. He was charged with willfully preventing free traffic, malicious damage, intimidation, custody of a knife in a public place, riot and affray.
