Officers were called to the Gillies Street unit just before 4pm where the man had shut himself inside.
Specialist police negotiated with the man in an attempt to encourage him to leave the unit.
The Bearcat armoured vehicle was also deployed to the street as a precaution.
A NSW Police spokeswoman said the man surrendered to officers without incident just before 7pm.
It was not clear at the time of publication whether the man was armed and no charges had been laid.
He was expected to speak with police after he was released from hospital.
