The prime minister has promised to allocate extra money to aged care after a scathing report uncovered "cruel and harmful" practices in the sector.

Asked whether he was still wedded to the surplus promised for the current financial year, Mr Morrison said his government was linked to responsible fiscal management.

"What it means is having clear priorities about where you're going to put your funds and that's aged care, that's mental health, that's supporting the drought ... and it's supporting our veterans," he told 3AW radio on Friday.

Pushed further on whether he would forego the surplus if needed, he replied: "I believe the two of them can be achieved together."

Meanwhile, eyes are turning to Tuesday's Reserve Bank decision as another indicator of the nation's economic health.

The odds of a Cup Day rate cut to even further record lows have dampened over recent days.

Finance Minister Mathias Cormann refused to buy in to speculation about the RBA board's thinking.

But he pointed favourably to governor Philip Lowe's recent comments expecting a return to trend growth over the next year.

"That is broadly consistent with our assessment and, of course, we'll be providing an updated economic outlook as part of our half-year budget update in December," Senator Cormann told Sky News.
