The pursuit kicked off when police tried to pull over a Holden ute on the New England Highway for a random breath test just after 11pm on Sunday.
Police said the ute pulled over and two small packages appeared to be thrown out the window before the vehicle allegedly accelerated away.
Police chased the ute to a dead end in South Maitland, but it is alleged the driver then fled the vehicle.
Officers searched the area and a man was found under a cabin in the Coach Stop Caravan Park, police said.
The man was arrested and taken to Maitland Police Station. Police also searched under the cabin and seized a phone and a resealable bag containing what they believe to be methamphetamine.
Police recovered the packages they believe were thrown from the vehicle, which are also alleged to have contained methamphetamine.
It was also discovered that the man had been disqualified from driving until 2024.
The 45-year-old was charged with Skye's Law (police pursuit), possession of a prohibited drug and driving while disqualified.
He was refused bail to appear in court on November 11.
