The brothers finished one-two in the hotly-contested final with Heddon-Greta's Josh Pickering right on their tail all the way to claim third ahead of Cowra rider Zach Cook.
Jack said it was awesome to get a win over his brother but admitted he still had a fair bit to catch up on him.
"It was awesome to be racing against him, we had some good battles, but it's always good to get one over him as he has got plenty over me," he siad.
Chris almost lost control in a frantic final lap trying to catch his young brother but showed all his skills to stay on the bike and finish second.
"I had to give it everything on the last lap," Chris said, "but I got a heap of traction in the back straight and almost came off. It was a hairy moment and chances of overhauling Jack in the final corner were gone."
Chris was fortunate to be on the track after crashing in practice and patching up his bike for the main event.
Cowra's Ben Cook wasn't as fortunate with his bike sidelined with engine trouble after dropping a chain while leading Jack Holder into the final lap of the opening race of the meeting.
The Holder brothers both dropped just one point in the heats with Jack winning a titanic battle with Chris in heat 12.
Jack dropped his point against Pickering in heat 16, with older brother Chris beatiing Pickering in final-straight lunge to the tape in heat three.
It was back-to-back title wins for Jack who started the Australian summer by winning the Oceania Championship at Gillman in South Australia.
His sights are now firmly set on the Australian title, which is a five-meeting series this year starting at Kurri Kurri on January 4 and finishing at Gillman on January 11.
For Jack success would be his first Aussie title, for older brother Chris it would be his sixth Australian senior title to go along with his with his five NSW titles, four Australian under-21 titles and 2012 world title.
The Holders are likely starters at the Jason Crump Invitational on Boxing Day which is also expected to feature former Aussie champion Rohan Tungate who was a late withdrawal from the NSW title when his engine was delayed on transit from Europe.
"That's the plan, hopefully we get another good crowd and have another good race meeting. It's all practice for that main one the Aussie title, that's the one that counts," Jack said.
"I won the NSW title last year and wanted to do it again of course but we've got tough competition these days so they don't make it easy.
"This meeting was pretty tough and a nice warm up for the Aussie titles, which will be even tougher.
"In the Aussie titles it is a full 16 who can win at anytime with probably more than half the field competing over in England and the UK."
Pickering said it was great to get back home and to ride in front of his family, friends and sponsors.
"We will learn a lot from this going into the Aussie titles," he said.
