Only last year's Newcastle RL grand finalists Western Suburbs and Cessnock, who are contesting the Challenge Cup, are non-starters.
Hunter Valley Nines organiser Mick Campton said entries closed on Friday afternoon and it was likely a couple of Sydney teams may still join the line-up.
"It's great for the fans to see the clubs from different areas taking part, the new players to admire and there will be some amazing skills on display," he said.
"Only Wests and Cessnock are not taking part and that's only because they have too many commitments with the Challenge Cup."
Wests, the defending Hunter Valley Nines champions, and Cessnock qualified for the statewide Challenge Cup after making last year's Newcastle RL grand final.
However, the Hunter Valley Nines runners-up the Mitch Day Memorial Bears will be back to try to go one better and to raise awareness about bowel cancer.
Clubs to have confirmed they are taking part are: Kurri Kurri Bulldogs, Maitland Pickers; Macquarie Scorpions; Central Newcastle; Lakes United; South Newcastle; Singleton; Toukley Maree Kelly Allstars; Nabukavesi Babas; Newcastle All Blacks; and Mitch Day Memorial Bears.
