The development application, which was lodged by the Sisters of St Joseph Lochinvar, is proposed to be located on the New England Highway at Lochinvar.
The proposal is seeking approval to construct 10 multi-dwelling housing villas which will include eight two bedroom and two three bedrooms villas as well as a common area in the form of a recreational hub on the site.
A Statement of Environment Effects said the development was compliant and therefore would be in the "public interest" of the Lochinvar community.
"The site has been subject to previously approved DA for a similar multi-dwelling residential housing," it read.
"However, the overall intention of the development has not changed nor has the general layout.
"The design now provides more connection throughout the site and results in an outcome which could be adaptable in the future as needs change."
The hub will contain various recreation and living areas for residents' usage as well as bathroom and kitchen facilities.
The location of the recreational hub has been chosen as it is a central location and is accessible from each villa via the pedestrian pathways. All weather access is provided to majority of the villas.
The development application is under assessment with Maitland City Council.
