Mills hit seven fours and six sixes in a dominant display of batting in which he shared in an opening stand of 140 with Mike Wilson.
Wilson made 40 off 40 balls and Cal Gabriel clubbed 34 off 20 as Norths posted 6/193 off their 20 overs at Lorn Park.
It was always going to be a battle for Raymond Terrace to keep pace with the run-rate against one of the competition's most miserly and disciplined attacks and they were held to 7/121 in reply.
Terrace opener Luke Thomas did his best to keep the Lions up to speed making 81 off 58 balls, but unlike Mills he did not have the required support and John Warrington with 15 was the only other Terrace batsman to reach double figures.
Mills said it was one of the best performance by Norths all year.
"We've had a lot of success over the past decade, but the Hunter Valley Twenty20 title was one we hadn't managed to win," he said.
"We set our sights on it when we got through the round stage and to claim it with such a really good team performance was great.
"Mike and I were able to give us a good start and we were always favourite after making 140 for the first wicket.
"We were able to keep the momentum going with the bat to get above 190 which is a great score.
"Our bowlers then backed things up with some really accurate bowling, sticking to our plans.
"It has been a real hallmark of how we have gone about our game in the second half of the season.
"We were able to build the pressure and restrict the Terrace batsman with some disciplined bowling."
