Mr Fullford was charged on February 21 after two women, aged 24 and 32, attended Maitland Police Station on separate occasions to report inappropriate touching by the 62-year-old during a remedial massage from his home-business in Maitland.
The incidents are alleged to have occurred between 2019 and 2020.
Following investigations officers charged Mr Fullford with two counts of sexual touching of another person without consent.
He was given strict conditional bail and will be appearing in Maitland Local Court on Wednesday, March 11.
Mr Fullford has worked closely with the Maitland Pickers rugby league team over the years and has previously helped organise a White Ribbon Day event in Maitland.
A NSW Police spokesperson said inquiries into the matter are ongoing. Police urge any members of the community who may have any relevant information to contact police.
