The development application, which received unanimous support by Maitland councillors, will see a multi-million dollar complex built on Cessnock Road.
The future site will include four large buildings which will compromise a number of shop fronts, a medical centre, food and drink premises as well as a 124-place childcare centre.
Labor councillor Ben Whiting acknowledged the need for commercial infrastructure in the rapidly expanding suburb.
"There's obviously been people waiting a long time living in Gillieston Heights for this development ... and the employment that this will bring will be significant," he said.
"It will be great to see, especially things like medical centres, cafes, food and beverages premises and grocery store.
"This will really be a community hub, and is sorely needed in Gillieston Heights.
"Every community around our city needs its community hubs."
Four submissions objecting the development were received, and raised concerns over traffic and road safety, noise, light pollution and loss of views.
Liberal councillor Kanchan Ranadive said she had received a large amount of positive feedback and support from the community in relation to the development.
"It's an exciting development happening in the Gillieston Heights area considering it has been rapidly growing," she said.
"The people who are in that hub or neighbourhood deserve to have these facilities."
The application was reported to Council due to the cost of works exceeding $5 million.
