Joel Clavell screamed he wanted to become a martyr during the incident on June 12 last year, and, while armed with a hatchett, threatened to cut off the heads of police officers.
His older brother, Joshua, had been shot by police moments earlier, after driving a Holden Barina into an unmarked police vehicle, pushing it backwards and throwing an officer into rocks.
The terrifying incident happened at Barnawartha, in regional north-east Victoria mid-2019.
The brothers quickly jumped out of the car while both armed, Joshua with a knife and Joel with the hatchet.
Other officers approached and tried to contain Joel and negotiate his surrender, telling him to disarm himself.
Joel was shot by two officers as he ran at police, getting five to six feet from the members.
The County Court on Thursday heard a police officer had likely saved Joel's life by applying a tourniquet to his bleeding leg.
