Industrial Relations Minister Christian Porter will chair five working groups of employers and unions looking at areas for change.

Mr Albanese says unions need to protect the super guarantee, which is legislated to rise from 9.5 per cent to 12 per cent in the middle of this decade.

"This government has used this crisis to once again undermine superannuation," he told reporters on the NSW south coast on Thursday.

More than $13 billion in retirement savings has been accessed early by people facing economic hardship during the coronavirus crisis.

"All those people who because they've missed out on JobKeeper and JobSeeker have had to withdraw their savings," Mr Albanese said.

"For some young people, they've withdrawn all of their superannuation savings and that will not serve them and will not serve the country well either."

The guarantee is due to increase to 10 per cent in 2021/22 and then rise by 0.5 per cent in each of the following four years to hit 12 per cent in 2025/26.

Casual and long-term employment is also in the sights of the industrial relations working groups.

Employer bodies want the government to change the legal definition of casual after a Federal Court ruling found long-term employees were entitled to leave provisions.

Unions oppose that, and have also pushed for greater scope to convert casual jobs to permanent positions.

"If the coalition are now recognising that insecure work and casualisation is a problem, it contrasts with their response to the law decision that was handed down just over a week ago," Mr Albanese said.

Award simplification, enterprise bargaining and pay agreements made before a major project starts are the other areas working groups will consider.

The government has indicated it will legislate changes to the industrial relations system regardless of any agreements reached by September.
