The Independent Broad-based Anti-corruption Commission and the Victorian Ombudsman on Friday announced they will collaboratively investigate the accusations that have cost the government three ministers.

"What Victorians need from us is an independent investigation," Victorian Ombudsman Deborah Glass said.

"Together with IBAC, we will examine these allegations including whether, and if so to what extent, public funds were misused for party political purposes."

IBAC Commissioner Robert Redlich said the probe will look into the "potential misuse of scarce public resources".

A public report of the findings will be released after the investigation is concluded.

The probe follows Adem Somyurek's sacking from the ministry on Monday after allegations of branch stacking were levelled against him.

He was also caught in covert recordings using sexist and homophobic language to describe his colleagues.

Mr Somyurek quit the party and denied the branch-stacking allegations, which Premier Daniel Andrews referred to Victoria Police and the state's corruption watchdog.

Opposition Leader Michael O'Brien welcomed the announcement, but was ashamed Victoria's integrity bodies needed "a full-time dedicated section to deal with the Labor Party".

Transport Minister Jacinta Allan said the premier had taken the strongest action by a Labor leader for many decades in addressing party issues.

"He's taken these very strong and positive actions on behalf of the party to give back a strong voice for rank and file members," Ms Allan said on Friday.

Mr Somyurek's factional allies Robin Scott and Marlene Kairouz also quit the ministry over the scandal, but vowed to clear their names.

The scandal also embroiled federal Labor backbencher Anthony Byrne, as some of the recordings of Mr Somyurek were captured in his office.

Explosive texts written by Mr Byrne were released by Mr Somyurek after his former ally agreed to co-operate with corruption investigators.

Mr Somyurek said on Thursday he learned the art of "branch work" from Mr Byrne.

"Anthony Byrne is someone I respect ... everything I know now about branch work, Anthony taught me," he said.

Mr Somyurek also said he was instructing lawyers to ready a court action against those who secretly recorded him.

Ms Allan said the actions of Mr Somyurek were a matter for "that individual who's no longer a member of the Labor Party.

"He's expelled, been expelled from the party for life, and I think that speaks for itself," she said.

The scandal has prompted an overhaul of the Victorian branch of the Labor Party, led by former premier Steve Bracks and former federal minister Jenny Macklin.

Voting rights for the rank and file are being suspended until 2023 while everyone is audited to ensure they genuinely want to be members and have paid the fees themselves.
