The $5.5 million dollar development, located at Fieldsend Street, would consist of a three storey residential building.
A statement of environment effects said the "proposed development is in the public interest as it will provide well-designed social housing which assists in meeting a growing demand for affordable housing in Maitland LGA".
"The proposed development is consistent with the Hunter Regional Plan 2036 which identifies the need for local housing strategies to respond to housing needs including social and affordable housing and supports initiatives to increase the supply of affordable housing."
If successful, the development will consist of nine one bedroom units and nine two bedroom units as well as nine car parks.
The development application will be on public exhibition until July 15, and will be assessed by the Joint Regional Planning Panel.
