Cessnock Road, which connects Kurri Kurri to Maitland, was cut off during intense rain on Saturday afternoon and remained covered in water on Thursday.
Despite there being a road block further along the road in Gillieston Heights, cars were still regularly continuing down towards Cliftleigh to catch a glimpse of the torrent on Tuesday afternoon.
The last time the road was flooded was five years ago, and since then Daracon Contractors Pty Ltd have begun works to raise the road level after being awarded the tender from Transport for NSW.
Construction officially started in November last year, and is due for completion by early 2023.
A Transport for NSW spokesperson said the department is prioritising assessments of the damage on its transport networks, including road infrastructure currently in construction, but could not yet confirm if the flooding would substantially delay the upgrade at Testers Hollow.
"The project team will carry out any repair work and continue with construction when it is safe for our crews to do so," the spokesperson said.
"As the weather impacts start to subside in coming days, we will be in a position to provide more detailed updates about potential project impacts."
Cliftleigh resident Sonia Warby, who ran a petition several years ago to have the road raised, said she saw this flooding event as a test of whether the proposed new road height of 1.5 metres would be enough to protect the stretch from future flooding events.
"I wasn't sold on whether they had gone high enough - I'm on the fence now," she said.
She was also not under the impression it would be the last time the road would be flooded, with construction not expected to be complete until 2023.
"I've seen it flooded since I was a child, so seeing it doesn't have a massive impact on me anymore," she said.
"It's just the inconvenience of having to go around to Buchanan to get through."
Meanwhile, the Lovedale Road underpass at Allandale has now reopened, as has Richmond Vale Road.
