The Bulls total was the same as Mills' contribution to Norths' imposing 7/267 on day one of their encounter at Lorn Park.
Mills backed his bowlers to get the job done during the week and they didn't disappoint bowling the Bulls out in 51 overs.
With the threat of rain, Norths maintained the pressure throughout the Bulls innings to ensure they collected the all important four points for the win.
Spinner Jordan Callinan finished with 3-35 and pacemen Rodney Hines and Callan Barber delivered fine spells.
Barber took 2-8 from seven overs and Hines 1-21 off 11.
The win was a testament to Norths' depth with four bowlers, including star all-rounder Cal Gabriel, missing from last season's premiership winning team.
Mills backed his inexperienced attack to step up after a disappointing first round loss to Wests.
"Norths have always developed players and seen them move on to higher levels and quickly developed the next crop of players to come through and take their place," he said.
Norths face their 2020-21 grand final opponent City United in next weekend's two-day fixture played on Saturday and Sunday at Lorn Park.
City are undefeated after the opening two games. They accounted for Kurri Weston by 49 runs on Saturday after posting 8/253 and dismissing the Warriors for 204.
