The 25-year-old from Appin, NSW withstood the challenge of local stars Sam Masters and Josh Pickering to claim his fourth straight NSW state title on Sunday.
Holder was slowly away in his first heat seemingly suffering temporary motor problems in the first lap.
Getting full power back, he chased after race leaders Matthew Gilmore and Harrison Ryan, making significant inroads only to score one point for his third place.
He then scored three wins and one second place in his remaining four rides to finish with 12 points and enough to seal a place in the Championship Final.
New Lambton rider Sam Masters topped the leader board at the end of his five qualifying heats with 14 points from four wins and one second place.
Fellow Hunter rider Josh Pickering from Heddon Greta scored 13 points from his five qualifying rides with four wins and one third place.

Ben Cook snared the fourth spot in the Championship Final in an all-Cowra B Final.
He defeated Maurice Brown, Matthew Gilmore and his brother Zach Cook.
Holder chose the outside grid draw in the Championship decider and swept around the outside of the field to take the lead exiting the opening corner to score a determined, highly polished win.
Masters was second, Pickering third and Cook fourth.
Holder has been chosen as a reserve rider for the 2022 World Speedway Grand Prix and has signed with Sheffield Tigers in the 2022 British Speedway Premiership League.
Both Masters and Pickering have also signed on for the 2022 British Speedway Premiership, Masters with Wolverhampton Wolves and Pickering with King's Lynn Stars.
