Councillors approved a four-storey unit development to house 60 people near Maitland train station despite the fears of some neighbours.
Cr Arch Humphery said he understood people wished to object but noted 18 months of consultations behind the plans.
“If this federal assistance wasn’t available it would be a very hard to develop this site,” he said.
“This is the first step to affordable housing in this precinct.”
Cr Steve Procter seconded the motion finding no issue with limited parking spaces.
“We have talked about this (renewal) for eight or nine years and now is the time to act,” he said.
“We’re being encouraged all the time to use public transport – I ride a (scooter) – I would like to think more people will.”
Demolition of the old Caines building is expected to begin early next year in preparation for the affordable housing scheme.
The developer David Hughes has a projected completion date of April-March 2014.
