The new town near Branxton has been in planning for more than a decade.
On completion, Huntlee will comprise four neighbourhood villages surrounding a town centre and 7500 dwellings.
The town will also feature a $10 million town park with sports grounds and a three hectare lake adjacent to recreational parkland.
The water and electricity infrastructure proposed would help support the first stages of residential development planned for the area.
A spokeswoman for the department said the proposal would allow a waste management facility to be established on site that makes products, such as road pavement material, out of waste materials from former mining activities.
The proposal also includes the transfer of local planning controls into the Cessnock and Singleton Local Environmental Plans, giving the councils a louder voice over the future of the area.
“The whole point is that we want comment from local people,” the spokeswoman said. “The proposal is important for two reasons, firstly the establishment of a waste management facility and the electricity generation facility, those two things are necessary to support the development of the town centre.
“In order for that to happen the land needs to be re-zoned.
“The second part is to transfer the planning controls to Singleton and Cessnock LEP’s which will see them work with us to set the rules around what can and can’t take place there.”
Stage one works started in February to make way for the first 1700 dwellings.
The consultation period is open until December 19.
