The 55-year-old man from Williamtown, was last seen about noon on July 3, 2015.
He was spotted at a fast-food restaurant on Nelson Bay Road, Williamtown, but has not been seen or heard from since.
Mr Fowler’s family reported him missing to police and a land search of the area was carried out in July to try to find him.
Mr Fowler is described as being of Caucasian appearance, with light-brown hair and hazel eyes.
He is about 165cm tall and has a medium build.
He was last seen wearing a khaki-coloured, military-style jacket and dark trousers.
