The fountain, on land opposite Maitland Courthouse near the Belmore Bridge, was switched on again this week, as work continued on the grounds around it.
Maitland City Council workers have renovated and repaired the fountain, which was built in 1972.
Cr Penfold has been a vocal advocate for the revamp.
He has previously described the fountain as a “beautiful gateway to the city”.
“The felling of the large tree in the 2015 super storm created an opportunity to improve this space for the community,” he told the Mercury this week.
“Council will install turf, seating and planting in the coming days and I look forward to the community making great use of this space.”
The repair comes after council unveiled other additions to the area around one of Maitland’s busiest intersections, including the words #MyMaitland being emblazoned on the library.
