Maitland City Council approved a development application for the plan at a meeting this week after Cr Peter Garnham moved to approve the development.
The proposal prompted some concern from residents about storm water run off, privacy and traffic but the meeting was told that the applicant had addressed all these issues.
Senior building designer with Martin Building Services Hugh Walker, told the meeting the developers had worked closely with local residents to discuss concerns which he said were addressed and had "further enhanced the development."
Council officers said the the applicant has been very co-operative making necessary adjustments to the development design to ensure issues identified during the assessment process were addressed.
They also said the development will provide accommodation for seniors which is in high demand due to the ageing population.
