Several bones were discovered in bushland at Black Hill near Maitland at 11am on Saturday.
A police search of the area located further bones and other identifying objects.
The 43-year-old last had contact with family in January 2015, leaving no trace since.
Central Hunter duty officer Inspector Peter Vromans said on Monday that Mr See’s family had been advised of the discovery.
“There is still more testing to be done in the post-mortem stage, however, we believe the bones are those of Mr See,” Inspector Vromans said.
The bones were found scattered over a small area of bushland.
Inspector Vromans would not be drawn on whether Mr See had met with foul play.
“We need an expert analysis before we can comment on those matters,” he said.
Before his disappearance Mr See lived alone but was regularly in contact with relatives.
He was reported missing in February 2015 after several weeks of family members trying to reach him.
The investigation found Mr See's bank accounts had been untouched for several months.
His mobile phone had not been used since January 2015.
At the time of going missing, Mr. See did not have a fixed address.
He was known to frequent the Maitland, Cessnock, Singleton and Muswellbrook areas.
