In the eight-lap Casey Stoner Cup final Downing, 21, got to the lead early on Kurri Kurri 16-year-old Mackenzie Childs who was unable to bridge the gap.
Sean McLellan won a close battle to beat off fellow Kurri rider Boyd Hollis and Queenslander Damien Koppe for third.
Downing earlier broke a three-way tie in the Pro 450 class edging out Childs and 18-year-old Hollis.
Hollis earlier outpointed Childs and Connor Ryan in the Pro 250 class.
The junior racing was a shakedown run for the New South Wales Junior Track Championships to be staged at the same venue on the Queen’s Birthday weekend in June.
The chance to race at the Loxford Park track before that title showdown attracted riders from Queensland and Victoria and everything points to an exciting title meeting in June.
Four junior riders were winners of two classes as the action from the youngsters matched that turned on by the seniors.
Singleton’s Billy Van Eerde dominated the 13 to under 16s, with Kempsey rider Jayden Holder, Central Coast rider Senna Agius and Tom Drane from Forbes also taking out two classes.
