Council unanimously voted to place a draft management plan on the East Cessnock flying-fox camp on exhibition for 28 days.
It came after a council decided to prepare a management plan that identified actions to address the impact of flying-foxes on the community in April.
A stakeholder group was established consisting of state government departments, Cessnock East Public School, A Hunter bat welfare group and a nearby resident.
The community was invited to have their say through a survey, which attracted 227 responses, including residents directly adjacent to the camp.
The draft plan was developed based on that feedback.
