Councillors debated the Berry Park proposal for more than an hour before a packed gallery.
Developer and Berry Park resident Hilton Grugeon lodged fresh plans for the proposal late last year after withdrawing an original concept for the 47-hectare site.
He now plans constructing 74 self-contained dwellings (instead of 178) and a community centre incorporating an indoor pool on land on Duckenfield Road.
Mayor Peter Blackmore had to temporarily suspend the meeting when an irate farmer yelled from the gallery that he was fed up with run-off and flooding from projects such as Morpeth Manor and Chisholm.
The farmer was warned he would be asked to leave but he stood up and walked out saying: “I’m sick of seeing farms flooded. You’re nothing but a pack of clowns.”
