The Heritage Drive complex at Chisholm will include a retail premises incorporating a supermarket, cafe, specialty shops, medical centre as well as food and drink premises.
Liberal councillor Mitchell Griffin supported the application, and said the suburb would gain 'it's own independence' with the complex.
"It's great to see this particular item coming to council. It's one of the most significant pieces of the puzzle when it comes to this new suburb that we call Chisholm," he said.
"It's been quite a concerning point for people in the community. It's good to see we have progressed to this stage.
"It will give Chisholm its own independence."
A total of 434 car parking spaces will also be provided on site, including 17 accessible spaces.
The proposal was publicly exhibited from July 25, 2018 to August 8, 2018. As a result of this process no submissions against the development, however six letters of support in favour of the development were received.
Labor councillor Ben Whiting also backed the development application, acknowledging the important of the development for the community.
"The community in Chisholm is crying out for this, " he said.
"Stage one of Chisholm Plaza will serve the community as it exists quite well.
"But I did want to add as well that there has been significant concern about pedestrian movements around this area.
"It will be very good to see upgrades in pedestrian crossings that were flagged in the report."
