The resident, who does not want to be named out of fear of retaliation, says cars access RH Taylor Reserve at Lorn, which is an off-leash dog area, and tear up the grass after periods of rain.
She said the most recent event took place on Sunday night, and the damage was "quite significant".
"It was as bad as I've seen it," she said. "They seem to think it's their own personal racetrack. They just get away with it."
The cars accessed the reserve via the corner of The Avenue and The Esplanade, the resident said, and drove down towards the bridge where they tore up the grass with circle work.
"It happens mostly at night, but sometimes during the day," the resident said.
"When you see them and try and say something, they just give you the finger and tell you to 'F off'."

The resident said she would like to see boulders installed to stop cars accessing the reserve, but so pedestrians, bikes and mowers could still get through.
She said she had approached council staff at a community meeting a few years ago and written to the council before, but had not received a response.
"I feel to a certain extent, council owes us a certain level of responsibility and care," she said. "As a ratepayer, I despair, because it is council land and it's getting vandalised."
When asked what council did to stop anti-social behaviour at the reserve, council's community and recreation manager Laurie D'Angelo said in a statement that council "activates" the space through a range of initiatives such as Street Eats, which encourages passive surveillance at the site to help deter anti-social behaviour.
"The Lorn side of the Belmore Bridge was identified as a proposed off leash dog exercise area in Council's Off Leash Dog Exercise Area Strategy 2013 and is currently being used by the community for off leash dog activities," Ms D'Angelo said.
"Any additional improvements to the site including improvements to the off leash dog exercise area will be considered as part of the Draft Lorn Riverbank Masterplan and Plan of Management which is currently under review based on feedback already provided from the community."
