The two storey building would be built over four interlinked building blocks, including associated amenities for a café, kitchen, laundry, library, administration, staff areas and outdoor terrace area.
Each home would be staffed by carers who provide meals and assistance to up to 120 residents.
According to a statement of environmental effects, the proposal supports the Hunter Regional Plan 2036 by providing for "an ageing demographic and the need to develop modern facilities" around the region.
"The proposal will provide for positive impacts, including the provision of additional housing supply and diversity to accommodate the housing needs of an ageing population whilst ensuring the efficient delivery of health services to future residents while further existing is harmony with its surrounds," the statement read.
