The company behind the Morisset golf course redevelopment unveiled plans last month for a similar $40 million development on one of wine country's most prominent land parcels.

Its vision for the 42-hectare site on the corner of Broke and McDonalds roads included a 22,000-person concert venue and wine museum.

But the company has now incorporated additional stages and will soon lodge a $107 million development plan with Cessnock council.

Stage one would include the wine museum, multiple hospitality businesses, a water splash park and an adventure playground. Stage two features the 22,000-person amphitheatre, while the 100-bed hotel, hatted restaurant and working winery form stage three.

The venue, to be known as Cedar Mill Hunter Valley, would bring an additional 68,045 visitors and $33 million in tourism-related expenditure to the region each year, according to an economic modelling report.

The development's construction would create 215 direct and 286 indirect jobs.

Once fully operational, the multi-purpose venue would create 273 direct jobs and a further 109 jobs from flow-on benefits, according to the report.

"We are finalising our plans for all three stages of the $107 million development, and they will be ready to submit later this year," Cedar Mill general manager Kyle McKendry said.

"We have bought stages two and three forward to deliver that visitor experience sooner, which we are very happy to be able to do.

"This will provide a much-needed boost to the region post pandemic."

Paul Lambess, the CEO of Cedar Mill's parent company Winarch Capital, said the development had the potential to bolster the region's events and tourism sectors.

"Our plans for Cedar Mill Hunter Valley are ambitious," he said.

"We want to create a precinct with great places where visitors can do lots of different activities and experiences.

"This is why people come to the Hunter and we want our venue to complement the great vineyards, restaurants and experiences that already exist here.

"We want to become part of the community both during construction and ongoing operations by providing jobs and opportunities for local people.

"During construction, there will be direct jobs 215 direct jobs created during construction as well as an additional 285 indirect jobs through supply chain and support workers.

"This will have a flow on effect to the local economy which over a 20-year period is expected to be $141 million."

Cedar Mill Group is awaiting one final DA approval to begin work on its Morisset project.

Plans for the 30,000-capacity concert venue there have been held up mainly due to concerns about traffic impacts.
