He will hold the role until the end of the council term which, depending on COVID lockdown, will be in December.
His new role comes five months after Cr Meskauskas announced he was stepping down from public life.

In April the West Ward councillor and former Maitland mayor announced he will step aside from civic duties after 32 years.
Cr Meskauskas, 73, made the call for health reasons and to spend more time with wife Carolina and his family.
"I'm at a stage where I realised it's time to give my family more time," he said.
Cr Meskauskas was elected to council when he won a by-election for West Ward in 1987.
The Deputy Mayor may be asked to perform any function of the mayor at the request of the mayor or if the mayor is prevented by illness, absence or otherwise from exercising the mayoral function.
