Liberal councillor Mitchell Griffin tabled the motion on notice, which received unanimous support, for the investigation into the 'dive-in' at council's meeting on Tuesday night.
Cr Griffin said the dive-in could bring a vibrant boost to the community, and also be cost neutral for council.
"We are in a very unique position … because we have a fantastic indoor pool which we built two years ago. In the event that we have rain or adverse rain, we can move it indoors," he said.
"I think it would be a fantastic opportunity for our city."
The concept is based on similar programs currently in use at Blacktown and Cumberland Councils.
"I think anything that will compliment what we are already doing is a great," Labor councillor Robert Aitchison.
Council will investigate the viability of the cinema under the stars as part of the 2019/20 swimming program.
