The driver refused before a bystander intervened.
Police were called to the scene where they arrested the 19-year-old man.
Officers also allegedly seized a small amount of the drug cannabis after searching him.
Police said the man became aggressive and was taken to Maitland Hospital due to his level of intoxication, before being released back into police custody.
The 19-year-old was charged with three offences - attempting to take and drive a conveyance without consent of the owner, intimidation and possession of prohibited drug.
He was granted conditional bail to appear in Maitland Local Court on July 3.
The man was also banned from Pender Place shopping centre.
